The approved capacity for a licence is the maximum number of children that may be cared for in the children's residence at any one time. The approved capacity for a staff model homes licence represents the maximum number of children that may be cared for across all approved staff model homes under the licence, where the capacity of any individual home cannot exceed two children.
City / Town
The city or town in which the children’s residence is located. For a foster care agency licence or staff model homes licence, it represents the city or town in which the “head office” of the licensee is located.
Conditions on a licence
Conditions are additional requirements over and above the licensing requirements of the Child, Youth and Family Services Act, 2017 (CYFSA) and its regulations but are consistent with the spirit and intent of the Act. Conditions may be placed on a licence for example to assist in addressing compliance concerns.
Licence ID
Alphanumeric code that uniquely identifies the licence.
Licence Type
There are three types of licences for children’s out-of-home care under the CYFSA:
Children's residence licence: children’s residences are residences where children live and receive out-of-home care in either a parent model residence or a staff model residence.
Foster care agency licence: foster care agencies provide out-of-home care, directly or indirectly, for three or more children not of common parentage in one or more homes in which parent model foster care is provided.
Staff model homes licence: staff model homes are places, other than children’s residences or parent model foster homes, where out-of-home care is provided to three or more children not of common parentage across multiple homes, with no more than two children placed in each home.
Licensee Name
The name of the corporation or individual to whom the licence is issued. This may also be a business name under which the licensee operates.
Licensing Region
The ministry region which issues and oversees the licence.
Out-of-home care
Out-of-home care is the provision of care to a child or young person in a home, residence or facility that is away from their parent or guardian. Although the term “residential” is a legal term under the CYFSA and its regulations, where possible the ministry uses the term “out-of-home care” in place of “residential” care to acknowledge the traumatic history of the Residential School system in Canada. The ministry recognizes the importance of choosing different language as the term may be triggering to some.
Operational Capacity
A licensee may choose to provide out-of-home care to fewer than the maximum number of children they are approved for (i.e., the approved capacity), representing the licensee’s operational capacity.
